The stress continues for health system executives, much of it related to people, rising costs, and broken business models.  However, models of regaining stability and even achieving competitive advantage are emerging beyond scale and payer integration.  These competitive standouts focus on the disciplined deployment of a simplified core operating system.   Most health systems have been treating cost, quality, safety, experience, and equity as separate initiatives and silos operationally, and the scale and sustainability of results have been less than impressive.  By contrast, these organizations have realized that those outcomes can be the simultaneous outcomes of a world-class core operating system that organizes the enterprise around making it possible for their front-line teams to succeed every day.  

There are three core aspects of an operating system; a work system, an improvement system, and a management system. Many health systems focus on the management system, which is the way to align the organization, surface problems, and remove barriers to solving them. Putting equal emphasis on all three components is the key to accelerating performance gains.

Director of CLEAR

Dorothy Y. Hung, Ph.D., M.A., M.P.H. is Director of the Center for Lean Engagement & Research (CLEAR) in the Division of Health Policy and Management at the University of California, Berkeley School of Public Health. For two decades, Dr. Hung’s research has focused on system transformations to deliver high quality, high value U.S. health care. This includes a deep research portfolio on Lean performance improvement and its implementation, impact, scaling, and sustainment in acute care and ambulatory settings. Dr. Hung served as Principal Investigator of an R01 award, “Impact of LEAN Management on Primary Care Efficiency, Affordability, and the Patient Experience,” funded by the Agency for Healthcare Research and Quality. She also led mixed methods evaluations of lean workflow redesigns for interdisciplinary teams in the ED, hospital inpatient and outpatient primary and specialty care clinics, and an AHRQ ACTION II (Accelerating Change and Transformation in Organizations and Networks) study of contextual factors impacting the spread of lean across a large ambulatory care system at Sutter Health in Northern California.  Dr. Hung was previously a faculty member at Columbia University School of Public Health in New York City, and affiliated faculty at UCSF Institute for Health Policy Studies. She holds a Ph.D. in Health Services & Policy Analysis and an M.A. in Political Science from UC Berkeley. Dr. Hung also holds a Master’s degree in Public Health from the University of Minnesota and a Bachelor’s degree from Stanford University.

In this role as CEO, Ken provides support to CEOs of healthcare organizations dedicated to eliminating injuries and improving quality as a means to dramatically raise the clinical and financial performance of the entire institution.

Prior to forming Value Capture, Mr. Segel served as the founding director of the Pittsburgh Regional Healthcare Initiative (PRHI). PRHI achieved best-in-nation regional results in the elimination of several classes of risk for patients.
